Foreign citizens who plan to visit their friends or acquaintances living in Russia can apply for a private visa for entry. To do this, they must receive a private invitation from the Russian Federation. An invitation, a completed visa application form, and other necessary documents are submitted to the Russian consulate, and a consular fee is also paid. Guest visa or refusal to issue it is obtained after the deadline established by law. A private invitation can be issued by either a private person or an organization accredited by the Main Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation.

How to make an invitation to a foreigner in Russia?

An invitation for a foreign citizen can be issued by a person who has reached the age of 18 and has permanent registration in the Russian Federation. For this, an individual must contact the department of the Main Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation at his place of residence and provide the following documents:

  • his passport (passport of a citizen of the Russian Federation);

  • a copy of the alien's passport;

  • certificate of income;

  • a document certifying the payment of state duty;

  • a letter of guarantee for inviting a foreigner in the model in which a Russian citizen who has invited a citizen of another state takes upon himself the obligation to provide him with housing and medical assistance (if necessary), and also incurs payment for the deportation of a foreign citizen from the country if he breaks the law.

If a citizen of the Russian Federation invites a citizen from a migration-hazardous country, he will have to go through an interview with an employee of the Ministry of Internal Affairs. The deadline for issuing private invitations varies in different departments of the Ministry of Internal Affairs. But according to the law, it cannot exceed 30 days from the date of submission of documents to receive a private invitation. Issuing an invitation to a legal entity

If the relatives or acquaintances of a foreign citizen do not have the time or ability to issue a private invitation (for example, they are also not Russian citizens), a legal entity can make an invitation to a foreigner.

In this case, all the necessary documents at the place of registration of the legal entity are submitted to the FMS office by its representative. In this case, the deadline for issuing an invitation is 18 working days under the usual procedure for processing or 9 working days under accelerated.

To issue an invitation for a private visa, the following documents are required: a

  • completed application form for an invitation;

  • copy of a foreigner's passport;

  • copy of the previous visa to Russia issued to this foreign citizen.

Complexity obtaining a guest visa is to receive an invitation, the design of which should be handled by a party located in Russia. Such an invitation is issued on the FMS form in the territorial department of the Main Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation on the basis of an application for issuing an invitation for a private (guest) visa and other necessary documents that are submitted by the inviting party. Based on the results of the consideration of these documents, both a positive and a negative decision can be made. If you refuse to issue an invitation, the reasons for this are indicated in writing.

In the case of a positive decision, the invitation is issued on a special form, which is sent to a foreign citizen. Be sure to make sure before submitting documents that the validity of the passport of the invited foreigner is longer than the expiration date of the guest visa for at least six months. 

A guest visa for foreigners can be issued for 30 or 90 days and can be single or double. At the same time, a private visa does not imply a foreign citizen traveling outside the region in which the person who invited him resides. In addition, a citizen of the Russian Federation must register a foreigner arriving at him in the proper manner. In case of violation of the registration rules, a fine is imposed on both a citizen of the Russian Federation and a foreign citizen.

Since it takes a lot of time to issue a private invitation, foreigners often opt for a tourist visa if they want to spend up to 1 month with their relatives in Russia or in favor of a business visa if they need to stay in Russia from 30 to 90 days. That is, a tourist and business visa are a worthy alternative to a guest visa.
